Is the REST webservice available in version 0.9.3? If not, why does 'enable rest web service' exist in admin settings?

I was trying to use the webservice, but continue to get a 406 error. Looking around the forums, it appears that you must be running the trunk to have access to the API. But in the admin of .9.3, under Settings, and authentication, there is the option to 'Enable REST web service'.
What does this do?

Only parts of the interface are RESTified in trunk, and even less in stable, but they are there.

Is anything in the actual release of .9.3?
All I really need to do is be able to insert an issue. But when trying to just use the 'GET http://redmineserver/redmine/issues.xml', I get errors similar to these two forum posts http://www.redmine.org/boards/2/topics/11888 and http://www.redmine.org/boards/2/topics/11521 .
My implementation just needs to be able to submit a new issue to a project it already knows. Is this possible with the current .9.3 release?

AFAIK 0.9.3 doesn't have the REST API for issues.
