Hi guys, I am new to open source development and this is my first work in public also I am a beginner level at ruby on rails so there maybe some problems within my implementation. Feel free to post comments and feedback.

About this plugin

This plugin mainly is used to create a new section above the description of the Issue to display the spent time as shown in the attached picture
