Description
This patch adds a setting for displaying only projects a user is member of in the project jump box (default and current behavior) or displaying all visible projects.
This allows the following features:- Jump Box for anonymous users containing public projects
- Full project list for admins
Tests and an additional translation string (with provided German translation) are contained in the patch.

Hmmm, patch didn't like my own diff. This (equivalent) one should work better.
