As of r2887, Redmine devel version (trunk) runs with Rails 2.3.4.
You can install the required gems by running:

gem install rails -v=2.3.4

Now that Redmine runs with Rails 2.3.x, has anyone ran the trunk with Ruby 1.9 yet?
