Redmine 1.3.1 released

Redmine 1.3.1 was released today and is available for download at Rubyforge.

This is a maintenance release that fixes 11 minor defects and brings a few updates for several translations. Arabic translation is also added, thanks to Ahmad AlTwaijiry. You can view all the details in the Changelog.
