I'd like my user base be able to see all project issues (incl those bubbling up from non-visible sub-projects). How do I do that? settings?

I have:

PROJECT (public) |_______ ALPHA release (private) | |_______ BETA release (private)

I assign issues against the releases; the details of the release do not need to be public, but the issues can be and I would like them to be seen by anyone.
