Derivatives of Redmine and GPL license?

I had a question for everyone regarding licensing of Redmine. I came across a great site, BetterMeans.com or https://secure.bettermeans.com/welcome

It is essentially a heavily modified version of Redmine. Based of the GPLv2 license, do modules or other modifications to the software have to be released?

I found the link below that gives some clarification, but even then, people I've talked to give differing interpretations. My take is that if its public, it has to be open sourced. If its for private use only, then it doesnt matter (and wouldnt be enforceable anyways).
