Redmine

Hi,

I want to configure a workflow such that there is an author and an approver, but they cannot both be the same person. For example, Andy raises an issue and Bill approves or Bill raises an issue and Andy approves. but Andy cannot raise and approve, neither can Bill. Can Redmine be configured to do this. If so, how?
