read only user in all projects

Hi,

we use redmine at our university as central project management instance.
Now our CIO came upon and would like to be added as read only user per default to any new and existing project. So it would be like the admin but without any right to change.

Does somebody know a solution to this problem?

You can give the privigeles of issue viewing to the default user (non-member), as long as your projects are public, he can view all of them.
