Show 'Watch' button for non logged in users

I think it would be easier for end-users to get involved if the 'Watch' button was shown to non-logged in users. Is there a way to do this easily?

Meaning allowing to subscribe to issues notification just by giving your mail address ?

Then you can already subscribe to issue Atom feed ?
