Fetch changesets in sub-projects

I have a project that contains my main SVN repository. And several sub-projects with the referenced tasks (eg, refs # 5060).
When I run the command:
ruby script / runner "Repository.fetch_changesets"-e production
The reference is not made.
This functionality does not work for sub-projects?
