Upgrade from 1.0.5 to 1.2 caused some emails to not display in HTML format

I recently upgraded to redmine 1.2 from 1.0.5.devel and followed all of the instructions on: http://www.redmine.org/projects/redmine/wiki/RedmineUpgrade
A handful of users are complaining that they are no longer seeing HTML format, everything is in plaintext (see attached) When i boot up the old version of 1.0.5 and send the emails, everything looks good, but when i use 1.2 then some people complain about only getting plaintext:
