Email notification don't send to issue owner

Hi,
I am using Redmine 1.3.0 and my setting is 'only for things I watch or I'm involved in'. But if the issue assigned to me, I don't receive notification email when issue be updated. I have to put myself as watcher to get email notification working.
Is this a bug?
