Translation procedure

Hi,
I'm working on a patch for Feature #2096.
I added a new custom field type called "User List". So I added a new label to the english file called label_user_list. I need to do the same on the other language files. What is the procedure? Is there a person responsible for each language on the community, so them could translate "User List" to each language? Should I translate as much languages as I can?
For now I have translated to english, portuguese, portuguese-brazil, spanish and germany, but I'm not able to translate for every language by myself. So, I added on the other language files the label translated to english with a comment: "need to be translated"
Can anybody tell what is the best procedure for this case?
