No email sent when changed user login in Administration/Users

Wanted to ping the community before opening a bug report.
Send account information to the user is checked.
Environment:
Redmine version 2.0.0.devel
Ruby version 1.9.2 (x86_64-linux)
Rails version 3.2.3
Environment production
Database adapter Mysql2
