Need help to improve performace on linux RHEL Server

Hi everybody, I need your help. Our server is slowing down terribly and we are not sure where is the problem.
We have increased HW resources (4 VCores + 8 GB RAM), but it's very, very slow....

I can't tell you what exactly the problem is, but judging from the "Completed in ..." line I can tel you that it's not the database...

That's right. We are not worried about DB.

We are completing several stress tests, comparing different Redmine core releases, Passenger Configurations, Plugins On/Off and Virtual Machines vs Physical Server. As soon as we get some conclusion, we will share.
