Passenger says: no such file to load -- dispatcher

Hi everybody I´m Trying to install redmine 2.0.4 on a Debian squezze box.
I´m now at the point trying to start redmine withe a browser the passenger tells me
ruby on rails application could not be startet
no such file to load -- dispatcher
Load Error:
Can anybody tell me how to fix this issue?
All the things in Internet I found according to this issue does´nt help me.

You should have a look to your production.log
contents, but this is typically a sign of the presence of a plugin incompatible with Redmine 2.x and requiring 'dispatcher' at initialization while this file is no more provided by Rails 3.

This is the version of passenger - if you look at the stack trace there are no Redmine components in it. The older version of passenger available in Debian expects Rails 2, not Rails 3
I installed passenger 3.0.17 manually and this problem went away - and I finally had a 2.1.2 server up.
