problem with encoding (mysqladapter2)

One year ago redmine 1.4 was installed on Windows Server 2003 (database endcoding latin1). After we migrated redmine to linux centos 5 64x, with uprading to version 2.1.2 (database encoding utf8). My "issue" table data look like 'Ðеобходимо Ñоздание', but redmine works very well, when i commit "encoding " string in database.eml.
And now i want upgrade redmine 2.1.2 to 2.2.2 version. But when i do backup in utf8 and restore in utf8, redmine does't show data correctly, even if commit "encoding" string.
Yes, my data encoding is corrupted... But earlier it worked on 2.1.2 version with mysqladapter 1. Is there a solution to resolve this problem?

Why don't you just convert the database?

I've tried a lot of cases, but this has no effect(
my data encoding corrupted, but redmine 2.1.2 work succesfull
