I would like to propose new functionality (or plugin) - adding tags to comments.

Few use-cases:

• tag KB (knowledge base) - comment contains valuable information, which should be incorporated in official documentation
• tag DOCUMENT - something deserves official documentations
• tag SERVICE-ACTION - if you are using Redmine as a support ticketing system, this can help you with evidence of actions performed on live environment

First use-cases construct TODO lists using tagging (marking the comment as to-be-processed somehow). The last use-case is just pure evidence, that a comment contains a specific type of information.
