Ability to Modify the States in the Workflow

One more newbie question. I have noticed that there are states in a workflow, but from what I can see it is not able to manage the presentation layer by workflow steps: Access or presentation of the fields for the first step of the workflow, then in the second step, etc, etc. Any advice on this would be appreciated.

Could you clarify what you mean on this one? I'm not sure if you're talking about editing the workflow permissions or modifying the site theme based on the status of the issue you're looking at.
