fetch_changesets access denied

Using Redmine 2.1.3.stable:
I login, then go to Administration|Settings|Repositories.
The following items are set/checked (see attached screenshot also):
- Enable SCM: git, filesystem
- Fetch commits automatically
- Enable WS for repository management
- API key is generated

When I do http://myredminehost/sys/fetch_changesets?id=cJpeeBGMXAX1F4apjHcs I get:
Access denied. Repository management WS is disabled or key is invalid.

Is there anything else I should be doing for changesets to be fetched?

Sorry, the url above should be http://myredminehost/sys/fetch_changesets?key=cJpeeBGMXAX1F4apjHcs (I was experimenting with adding id also).

Now I don't see access denied but I still don't get any of the changesets.
