Cant Assign Users to Tasks?

I am not sure if these are related, but I recently change the en.yml language file so that "Issues" shows up as "Tasks". I then created some new projects and then some tasks, but none of the users show up in the dropdown list for "Assign to".

Any suggestions?

Users should be members of each project to assign the tasks.
