How to allow user to move existing issues to another project

I have Redmine 3.0.2.stable installed. I would like to set permission for user in order to allow him to move an issue between projects. There is a description in the manual how to implement it http://www.redmine.org/projects/redmine/wiki/RedmineRoles
Move issues - Allow user to move existing issues to another project
But I don't have this options. Please have a look at the screenshot. I have administrator permission.

What's the error message you're seeing in the logs?
Also, please post info from /admin/info...
