how to create redmine app service with Azure sql database in azure

I have deployed redmine docker image(ARC) as azure web app.created Azure sql database,but unable to connect with the redmine web app.
Tried with Ruby connection string but its not working.
So can some help, posting all the steps to connect Azure sql database to redmine web app and also to install redmine plugins.
