Workflow: Is there a capacity to send email based on tracker state?

Hi guys,
Does anyone know of an easy way to send emails to specific roles based on the status of an issue?
For example, a user submits a feature request issue (i.e. the Feature tracker), but "developers" don't receive notifications about the existence of a ticket until a "Manager" changes the status to "Approved work"

Right now I think people would only receive notifications if they are assigned to the issue, which is not what we're trying to accomplish.
