How can I let Redmine auto run?

I'm using Redmine 0.7.3 with Instant Rail 2.0.2.
Now, I know how to run Instant Rail automatically with Widnows startup. But I have to run redmine manually after Windows restart.
Is there an easy way to run Redmine automatically( without compose a .bat file and add into startup group of Windows)?

BTW, I'm using Windows server 2003.
