repository create button disabled

When I am trying to use an external SVN repository in a project in redmine, the "Create" button is disabled, and when I select a SCM from the dropdown box, the form for that SCM does not come up. My web browser has JavaScript enabled, and the server log is attached below. I am using Heroku [free plan] as my host. On my home server, the repository select menu works, but it does not work on the Heroku service. They are both using the same database, and no plugins are installed.
