restrict notifications with email

Hi
Working in a computing service, I had setup REDMINE for the needs of our lab.
Someone having a problem has to send an email to xxx@yyy.ttt.fr, a new ticket is created in the computing project then I assign the ticket to someone or to another projet. Everyone has the "report" role. My problem is that everyone with this role can activate the notifications with email thru the "My account" for the computing project and can be aware of tickets of everyone. Is there a way to restrict the notifications ? I mean for a projet, I just want people receive notifications for their tickets or if they added as watchers.
