Searching across projects for empty target version or category

I'd like to have a global query that searches for empty target version so I know what bugs need to be looked at. Unfortunately the target filter isn't available when a project isn't selected. It seems to me that even if projects don't share version numbers the set/unset check can still be done. Does anyone have a workaround?
