hao to install svnmanager in the InstantRails

i am try install svnmanager...
now redmine connected repository.
use instantrails...
windows 2008 sp2 ...
redmine:1.1.1
now ,i run instantrails/php/go-pear.bat output error:failed to write C:\InstantRails\php\pear\data\PEAR\.tmppackage.dtd
and i can't find PEAR_ENV.reg.
hao to solve?who configuer? please help me
I think it maybe environmental problems, how to solve
