Is there a way to install Redmine with RubyGems 1.3.1?

I have RubyGems 1.3.1 installed but am having trouble installing Redmine, specifically at the below step.
$ rake generate_session_store
(in /home/tandy/webapps/redmine/redmine-1.1)
Missing the i18n 0.4.2 gem. Please `gem install -v=0.4.2 i18n`
$ gem install i18n -v 0.4.2
WARNING: Installing to ~/.gem since /usr/local/lib/ruby/gems/1.8 and
/usr/local/bin aren't both writable.
WARNING: You don't have /home/tandy/.gem/ruby/1.8/bin in your PATH,
gem executables will not run.
ERROR: Error installing i18n:
i18n requires RubyGems version >= 1.3.5
The documentation (http://www.redmine.org/projects/redmine/wiki/RedmineInstall) says that installation should work if the version of RubyGems installed is 1.3.1 or higher and not 1.5.0 or higher. Is there a way to make this work without upgrading RubyGems?

I had the same problem.
My fix:- Update RubyGems to 1.3.5:
- Install rubygems-update 1.3.5
gem install -v 1.3.5 rubygems-update
In case rubygems-update install from remote site won't work download it from https://rubygems.org/downloads/rubygems-update-1.3.5.gem and install it from local file. - Run setup:
ruby `gem env gemdir`/gems/rubygems-update-1.3.5/setup.rb
- Install rubygems-update 1.3.5
- Install i18n 0.4.2
ruby `gem env gemdir`/gems/rubygems-update-1.3.6/setup.rb
I don't know if updating RubyGems to 1.3.5 won't break anything but I didn't find another way to complete the installation.
