Manager permissions on project don't propagate to subproject

I'm running Redmine 1.0.5 with multiple projects and 5-10 subprojects within each project. When I give a user Manager permissions on a project, this does not seem to give that user Manager permissions for the subprojects within the project. This means that I have to add Manager permissions for every subproject instead of just the project. Is this correct? Is there a way to make it so that when I give a user Manager permissions for a project, it gives them those permissions for the whole project including any subprojects?

I upgraded to 1.2.1 and the issue is the same. Is this the way it is supposed to work? It seems to me that if I set someone as Manager of a project, they should be manager of that whole project which includes the subprojects within that project.
