Non-Member View Permissions

Folks:

How can I give view only permissions to Non-Members to projects without making it public?

Lets say I have a group of persons and each one is owner of a project. On the project they are owner, they have all permissions. However, I would like to give them view-only permissions to the rest of the project (where they are non-member) without making the project public.

Is it possible to do this? How?

As far as I found out: you can't. As a private project is neither visible nor accessible for non-members, you can't manage their permissions (or to be precise you can, but it won't come into effect). I didn't find another solution than creating groups for your set of members and manage their permissions through that group.
There maybe scenarios where you can add the respected group of people to a defaul group with some automatic processing if your able to identify them via username-scheme, source of authorization (special AD/LDAP-server) or something else.
