Create subprojects feature in role problem

Good day!
I have a problem with redmine roles.
So i have a role which can "Create subprojects", but can't create projects. Have a project where this role active.All OK. In that project I can "Create subprojects". Good.
But when I eneter in main menu "Project" suddenly I have a button "Create Project" not subproject!
IS it bug ?
I want that role can create subprojects in some projects, but not main projects!
