How to show "Last Name, First Name" in Chinese locale?

In English locale, the name should be shown as "First Name, Last Name" (e.g., "Steve Jobs"). But in Chinese locale, the name should be shown as "Last Name, First Name" (e.g., "姚明").

Currently Redmine show the name as "First Name, Last Name" in Chinese locale. I want to fix it. How to?
