Redmine on Widnows- Why PHP installed

Hello All
Can anyone clarify me, why PHP is required in windows systems to setup redmine in Windows PC
In my understanding, redine is written in Ruby using Ruby on Rails framework.

When I going following HowTos
[http://www.redmine.org/projects/redmine/wiki/HowTo_Install_Redmine_in_a_sub-URI_on_Windows_with_Apache]
You can see that PHP and Mongrel are also mentioned

Kindly give me some details.

No, PHP is of no use to Redmine.
