Permissions to close issues

Hello!

I have Role "Developer" and don't want allow this role to Close/Reject issues - only set them as Resolved.
I remember in past Redmine version this feature worked but after 1.2 update it disappeared.
In the administration/permissions Issue Tracking or Roles » Permissions report its not anymore

Can you please point me what to do?

To do this you have to mofity workflow.

It was there while ago, on version 1.0 or so!
How to modify?

I'm using 1.0. So if it is different in next versions, i don't know.
