which encording dos redmine use if i did not use the config encording=utf8 in dbconfig file.i have use bitinami redmine for about 1 year,now i have to face a big problem.i want to integrat with testlink,when i use testlink to linkto redmine issues,the suitation is the titile of issue is Garbled,i use Navicat 8.0 Lite MySQL to connect to mysql server,also Garbled,how can i make this data not Garbled
