Redmine

We are using Redmine as the foundation for an open source hardware project portal (think SourceForge for physical things). Our current use case is for all projects to be public. Unfortunately, I cannot find an option to remove the "Public" check box from the project creation and settings pages. The closest thing I can find is "Make projects public by default".

We are currently running Redmine 1.2.1.devel.46. Is there a way (preferably an easy one) to disable the check box for users and force projects to be public?
