/Javascripts/ links yield Rails application failed to start properly

I just got 2.0.0 running using webrick but I'm having an issue getting it running in httpd. The home page loads, but it looks like is 1990, all the stylesheets and javascript links do not load.

When trying to load one of the javascript files in a browser, I get
<h2>Application error</h2>Rails application failed to start properly

How do I fix this?

I ended up trashing that vm and started with the turnkey setup, then upgraded to 1.4.2. It was most likely a problem with ruby trying to interpret non ruby files, which means my apache setup was probably wrong somehow
