Error 'RAILS_ENV' is not recognized [...] while installing

Hello,
I'm currently installing Redmine 2.1.0 on my Windows Server with MySQL 5.5.
I installed Ruby with Rails by using RailsInstaller.
Now I'm setting up Redmine according to http://www.redmine.org/projects/redmine/wiki/RedmineInstall#Operating-system.
At Step 6 I run the command 'RAILS_ENV=production rake db:migrate' and get the following error:
'RAILS_ENV' is not recognized as an internal or external command, operable program or batch file.
So please someone help, as I need to get Redmine up and running.
