How can a URL be generated that pages the project's issue listing around a given issue number?

Given an issue number I want to page the issue listing for the associated project so that the issue number can be the Nth line in the listing assuming that there are at least N issues in the project or the last line if there are less.
Is there away a URL can be constructed in that manner?
