Files attached to a Ticket ?

Hello,

First of all. Thanks in advance for your help. My structure is composed by 2 projects, I usually assign tickets ( cloned tickets) to one project to the other so that they are sinchronized the way that if I update any data on the cloned ticket the same appears in the original one.
The problem is that when I attach a file onto the cloned ticket, is not possible to view this file to the person who created the original ticket ( no permission). I know that this person is not inclued in the cloned ticket project members.

Is there any type of sychronizaton for attached files that makes all files avaliable for everyone in both projects?
