Redmine Low Performance (Very Slow)

I Have Faced a problem of Low Performance while using Version 2.1.2 Installed on Windows Server 2003 and Database mySql and about 40 users only .. if i restarted the Sever it works well till 2 days maximum and return slow again .. please help me
