No Email Notification from old projects and issues after migration

Hey Everyone,
We are currently running Redmine version 2.3.2, Ruby 1.9.3p448, Rails 3.2.13. We recently migrated from Redmine version 1.1.1.
Migration was successful however we have an issue where no users are receiving notifications relating to projects that were created before the migration.
All new projects send notifications correctly, and sending test notifications works as well.
Any suggestions or solutions would be appreciated.
