Error code 403 if user wants to see details of a ticket

Hy there,
I'm new to redmine an got a problem, I could not figure out up to now.
I created a project and some tickets.
AFTER that I created some new users.
These users have access to this project an can see a list of all already created tickets. But if they want to see the details of a ticket they get an error with code 403. But they can create new tickets an see the details of the new created tickets.
Did I made errors in the settings for the new users? If so, why can they see all tickets in the list, but not the details. This does not seem to make sense to me.
Environment:
Redmine version 2.3.3.stable
Ruby version 1.9.3-p194 (2012-04-20) [x86_64-linux]
Rails version 3.2.13
Environment production
Database adapter Mysql2

Would be glad, if somebody cound help me.
