What is the difference between two latest stable release versions 2.4.5 and 2.5.1? Which one should I download?

If you're going to install a fresh redmine instance, then go for the latest one 2.5.1 at the moment of writing.
2.4.5 is a maintenance release for the 2.4 branch, to find out what changed in newer versions, check the roadmap:
