Ajouter des observateurs qui ne sont pas dans Redmine/ Add observer who are not on my redmine

Hi,
I would add observer who aren't in my redmine by their mail but I don't know if it is possibie. By this way I want to notify this pearson and invite them to join redmine.
Do I have to develop this fonctionnality?
