Create issues for incoming new projects

I'm looking at using Redmine in internal development at our company.

We create a lot of smaller projects and I need a way to track incoming project requests.

I do not wish to create the new project in Redmine right away. Often the project is not yet named and some projects are canceled before implementation begins.

Besides that, I would like to treat and track new project requests as feature issues.

How would one accomplish this? Create a project called "Incoming projects"? Somehow create a tracker not attached to a project?

That's exactly what I'd do, yes. It depends a bit on your setup, but it's a good way to go.
