Migrating from 1.3.2.stable (MySQL) via cPanel to Redmine 2.3.4.stable (SQLite) via Windows Server 2012 R2

I am a complete newbie at this. I did some searching but didn't find any solutions to walk me through this at my current Redmine level.
I have a new Redmine 2.3.4.stable server setup and I need to migrate the database across. Note, but Redmine instances have no Plugins.
The new server is configured as follows:
Environment:
Redmine version 2.3.4.stable
Ruby version 1.9.3-p448 (2013-06-27) [i386-mingw32]
Rails version 3.2.13
Environment development
Database adapter SQLite
Redmine plugins:
no plugin installed
In addition to the migration, I also want to upgrade Redmine from 2.3.4 to 2.5.2.
Finally, both Redmine installations are running over the internet on http (port 80), how can I configure it to use SSL (443) on the Windows 2012 R2 Server? Is it as simple as importing a certificate and reconfiguring IIS (I assume that Redmine needs to be reconfigured as well and I have no idea how to do that).
Resolved, although it was much troubleshooting and searching all over the place to get it working.
